The funding for the disabled are granted by public or private entities in the form of loans or mortgages for the purchase of goods or services and are aimed at all those people who have a form of disability certificate. Usually the conditions of loans for people with disabilities are different from those of common loans or mortgages, but it is not always easy to obtain them. European Funding for the Disabled
Among the various financing opportunities for the disabled are the projects of the European Social Fund, the body within the European Commission that actively deals with human capital by promoting access to employment and the provision of funds and financing against the social exclusion. The European Social Fund (ESF) is providing funds to local projects and institutions, regional or national that deal of protected categories of social integration, particularly of people with disabilities. Funding from the ESF is not directed to private citizens, but can be requested by associations and organizations dealing with disabilities.

State Funding for the Disabled
The loans for disabled depend on the laws that are changed from year to year. The available funds are in fact allocated annually to varying degrees depending on complex economic and political issues. They can be requested funding for people with disabilities referring to the Fund for non self-sufficiency. Before applying for a loan for the disabled, it is advisable to contact the Revenue Agency, the body in charge of financial administration, which provides all the detailed and updated information on the loans.
Contributions and tax breaks are usually available for people with disabilities which are paid in the form of a pension or allowance following the submission of the civil invalidity application. According to the Law n. 13 of 1989, special contributions may be requested for the removal of architectural barriers.
Contributions are granted for the intervention on private properties where people with motor or visual limitations reside. The application to obtain the contribution for the overcoming of architectural barriers must be presented to the mayor of the Municipality in which the property is located by 1 March of each year, attaching the description of the necessary intervention, the expected cost of the work, the medical certificate of disability and the indication of the residence. The administrative and bureaucratic process for approval begins with an inspection to ascertain the state of the property and the contribution is paid at the end of the work, with the presentation of the related invoices. The funding for the ‘removal of architectural barriers are granted in proportion to the planned expenditure according to four salary bands:
- up to 2,582.28 Euros the contribution covers 100% of the intervention;
- up to € 12,911.42, 25% of the expenditure incurred in excess of the basic amount of € 2,582.28 is reimbursed;
- between € 12,911.42 and € 51,645.69, 5% of the expenditure in excess of the basic amount of € 2,582.28 is reimbursed;
- over 51,645.69 Euros, 7,101.28 Euros are reimbursed.
Loans for the Disabled: What are the Best Loans?
The banking and financial set up can provide loans and soft loans for people with disabilities, but as this is a private initiative, there are no clear regulations or about standards. The requests from citizens are numerous, but not all banks have specific offers regarding loans for the disabled. In many cases it is the associations of people with disabilities that mediate between the institution and the private sector.
The private funding may be required for a wide range of expenses that the person with disabilities may face: the purchase of special wheelchairs, medical equipment, software, and hardware, car modification for driving with steering wheel controls, buying a house or paying for various services. In most cases, these are personal loans that are disbursed on the basis of payment guarantees, relying on the disability, accompanying pension or personal assets.
